Overview

The SPC was established September 2007, through a process that engaged keystakeholders in primary care sector in the geographic area aligned with the Southside [Metro South] HSD. It is one of 15 CHIC Partnership Councils established through the Statewide CHIC Initiative.  

The establishment and operation of the SPC is financially supported by Queensland Health through the allocation of ‘partnering’ funding. The Council meets monthly and the Council‘s Terms of Reference are revised annually.

The SPC members comprise representatives of both the public and NGO health care sectors including local Divisions of General Practice, MS HSD Community and Primary Care, Hospital Allied Health, CHAG, Multicultural, A&TSI and Mental Health sectors, and the Logan Beaudesert Health Coalition and Logan Beaudesert Health Community Council. Membership is voluntary and requires a commitment of 10-15 hours per month. The partnering funding supports the employment of a SPC co-ordinator and an administrative officer. 

Currently the auspice agency for the SPC is the South East Alliance of General Practice –Brisbane (SEA-GP).

Currently the Council’s primary responsibility is the distribution of Queensland Health funding to support local partnering projects that build the capacity of the local primary care sector.  

Local agencies within the primary health care sector are encouraged to work in partnership with other key stakeholders when making an application for funding.

There are 2 streams of funding distributed by the SPC: CHIC ‘Service Delivery and Innovation’ funding which continues to 2011; Chronic disease funding to address ‘Frequent and Avoidable Hospital Admissions’ which is recurrent annually.

The Southside Partnership Council reviews these submissions and makes funding recommendations to the State-wide CHIC Implementation Team or the CEO MSHSD for CD funding. 

Priority is given to submissions which clearly demonstrate a partnership approach and address capacity building and sustainability. Funding is not available to directly support additional service delivery.  

Approximately $7.3M has been used to fund 33 projects.

Funding Available for Local Partnership Projects


Project funding available through the Southside CHIC Partnership Council comprises Service Delivery and Innovation funding annually (to 2011), and Frequent and Avoidable Hospital Admissions funding annually (recurrent).

The Southside Partnership Council does not hold this funding and the lead / auspice agencies for funded projects enter into a service agreement with Queensland Health. The project lead agency coordinates and submits any required performance and financial reporting.

The funding is GST EXCLUSIVE.
  • Grants paid by Queensland Health will be adjusted according to the recipient’s Australian Business Number (ABN) and Goods and Services Tax (GST) registration.
  • Grants paid to organisations that are registered for GST will be grossed up by 10% to allow for GST. For example if the project costs are $10,000 (GST exclusive) for a GST registered organisation then Queensland Health will pay $10,000 + $1,000 as GST. The grant recipient would then be responsible to remit the GST to the Australian Tax Office (ATO). The $10,000 is what is deducted from the amount of Service Delivery and Innovation funding available to your Partnership Council.
  • Grants paid to organisations that are not registered for GST will be the total cost of the project to the grant recipient. For instance if a project costs are $10,000 (GST inclusive), then this will be the amount paid and will be deducted in total from the amount of Service Delivery and Innovation funding available to your Partnership Council.
Also required is whether or not the organisation that will be auspicing the project is GST registered or not and their ABN.

Once project proposals have been assessed, notification of successful projects has been made and service agreements entered into the relevant GST registered organisation(s) will have to submit a compliant tax invoice for each grant before payment of the grant will be made. Organisations that are not GST Registered will still be expected to lodge an appropriate invoice for payment.


To date, yearly funding to individual projects has ranged from $50,000 to $150,000
Where the lead/auspice agency is part of Queensland Health, at the end of the financial year any unspent funding cannot be rolled over into the next financial year, and is returned to consolidated revenue.
The Council calls for Expressions of Interest each financial year. These EOI are advertised through email distribution and on the website.

Statewide CHIC Initiative

The Connecting Healthcare in Communities (CHIC) Initiative is a Statewide initiative that represents a joint approach to establishing partnerships in the primary health care sector to improve the health of Queenslanders and increase the capacity of the health system over five (5) years commencing in 2006/07 to June 2011.
The CHIC Initiative has established local collaborations in primary health care aimed at enhancing service coordination and delivery through:

  • shared planning and service delivery
  • shared assessment tools;
  • common management protocols;
  • agreed roles in patient support and education; and
  • local community health promotion action.

These formal partnerships are known as Primary Health Care Partnership Councils (Partnership Councils) and 15 have been established within approximate geographical boundaries of the Queensland Health, Health Service Districts. The Partnership Councils, in focusing on enhancing service coordination and sharing service delivery, will target the reduction of risk factors and provide better primary clinical care, in turn leading to reductions in avoidable admissions, inappropriate referrals to outpatient services and improved quality of life.
Partnership Councils are established and maintained with partnering funding from Queensland Health, and are supported by the Statewide CHIC Implementation Team which is managed through the Policy Branch, Corporate Office, under Professor Andrew Wilson. A CHIC stakeholder reference group has also been established.

Each Partnership Council will be required to jointly identify priorities from existing data or health plans and support the delivery of shared primary health care services from within the scope of the government health priorities of chronic and complex care, integrated health promotion and illness prevention, early childhood health (including ante and post natal care), community mental health and drug and alcohol services. The Statewide CHIC Initiaitive has allocated committed $34M funding over 4 years (2007-11), for Partnership Councils to use for local projects.
